Premium Tobacco Trade Show in Las Vegas, Nevada – July 13-17, 2017

Annually the International Premium Cigar & Pipe Retailers Association (IPCPR), produces its annual convention and trade show. Back in Las Vegas, after a stop in New Orleans, the much-anticipated tobacco industry event was back in full swing in the city that never sleeps, with clear skies and 100 + degree heat.

The Las Vegas Convention Center was the site if this years event, which as always, attracts the largest, most established and influential premium cigar and tobacco companies like: General Cigar Company, JC Newman, Arturo Fuente, Davidoff, Scandinavian Tobacco, Drew Estate, Perdomo and Rocky Patel – pipe tobacco companies – as well as accessory manufacturers like: Boveda, Rabbit Air, Jet Line and Xicar. Industry media were also represented in exhibitor form, as well as covering the event widely.

After the days trade show and seminars, the industry professionals enjoyed the Vegas nightlife but business remained in play, as Cigar Industry Greats (Rocky Patel, Ashton, Padron, et al.) could be seen having FDA strategy meetings over cigars and cocktails.

The IPCPR, as always, produced a well planned, well-organized and fruitful event for all in attendance, adding their trademark flare by including such luminaries as former New York City Mayor and U.S. Attorney General, Rudolph Guiliani, as the event’s Keynote Speaker and iconic rockers, .38 Special, for their closing event party.

Founded in 1933, the International Premium Cigar & Pipe Retailers Association (IPCPR) is the oldest, largest and most active trade association representing and assisting retailers of premium tobacco products and their suppliers. IPCPR is a not-for-profit trade association recognized as the “Voice of Authority and Reason” on premium tobacco related issues. The Association provides its members with assistance in fighting onerous tobacco legislation and regulation, brings retailers and manufacturers together in mutually advantageous business relationships and provides its members with market data, research, services and product information to assist them in profitable operation of their businesses.

The organization formerly named RTDA – Retail Tobacco Dealers of America – changed its name to International Premium Cigar and Pipe Retailers Association in 2007 to distinguish its mission from that of cigarette and machine made cigar sellers and manufacturers.

7/28/17 Update on the Proposed FDA Regulations for the Premium Cigar Industry




Today, Commissioner of the U.S. Food & Drug Administration, Dr. Scott Gottlieb, announced a new comprehensive plan for the approach the agency will take to the regulation of tobacco products, placing an emphasis on a science-based method, that notes a “continuum of risk” that recognizes the differences in tobacco products.

Importantly, Dr. Gottlieb stated that FDA will reexamine the treatment of premium cigars under the agency’s current regulatory structure. Ultimately, the agency will open a new rule making process to engage with the industry to better understand premium cigars, specifically.  As representatives of the premium cigar industry, the International Premium Cigar & Pipe Retailers Association and Cigar Rights of America are encouraged by the FDA’s renewed and objective approach to the industry, and welcome the opportunity to again demonstrate the skilled artisan nature of premium cigars, and how they are truly distinctive, at all levels.

For premium cigar manufacturers and retailers, today’s announcement provides some clarity on the path forward. Of note, IPCPR and CRA applaud the decision to provide targeted relief to some pending deadlines dictated in the 2016 final rule. This includes revising the pre-market application deadline to August 8, 2021. Moreover, under today’s guidelines tobacco products with pre-market applications submitted to the FDA can stay on the market for the duration of the application review process. In addition to changes announced today, IPCPR and CRA are awaiting further information from the FDA regarding other key future compliance deadlines. Importantly, compliance requirements that have already gone into force will remain in effect for manufacturers and retailers alike.

IPCPR, CRA and other industry partners look forward to working with the FDA as it implements the approach announced today.

IPCPR CEO Mark Pursell and CRA Executive Director Glynn Loope also jointly stated, “This has been a long and complicated process, which is not over. However, we commend the objective approach announced today by the Commissioner of the FDA. This revisiting of the rule is testament to the recognition that you cannot regulate all products in the same manner. We would like to thank our bipartisan coalition of congressional allies that have assisted in reinforcing that message to the administration, as we begin the next steps in this process.”
